OUR SEAL: represents the symbols of the Region's values, aspirations, culture and its people. It also signifies the Bureau's commitment for the development and welfare of the Region towards the attainment of its vision and mission
SHIELD: with a crown -shape in the upper portion symbolizes protection of the region from any evil and outside forces that will destroy the camaraderie and unity of its people. It also embedded with goal lining that denotes the Bureau's goals and objectives for genuine public service
FOUR (4) STARS: represent the 4 provinces under the jurisdiction of RBJMP 1 namely: La Union, Ilocos Sur, Ilocos Norte and Pangasinan
BOLD LETTERS: RBJMP 1 represents the command, colored with red ribbon which symbolizes courage and gallantry. The blue ribbon signifies that the command is peace lover and supportive to the programs of the government
LAUREL LEAVES: symbolize nobility, progress, development and peace of all concerned. The 24 leaves represent the number of BJMP manned jails in the Region
ROUND SHAPE: steering wheel subdivides the livelihood, landmarks and products of the 4 provinces
CENTER PORTION: the key symbolizes freedom while the sun signifies hope and enlightenment. The caricature of man facing the sun implies that every inmate who are freed has will to change and hope a better life. It also represents the program of the Bureau towards rehabilitation and development of inmates
UPPER PORTION: which depict Ilocos Norte wherein the plow is the prime tool in farming. Tobacco plant is the fundamental source of livelihood of the province and the famous sinking tower of laoag represents the First Labor during the Spanish Era.
LEFT PORTION: is the well known Hundred Island in Alaminos, Pangasinan, one of the tourist attractions in the Region while the milk fish popularly known as "Bangus" found and cultured in Dagupan City. Because of its export quality, the city is now known as the "Bangus Capital of the World".
LOWER PORTION: antique Spanish House of Vigan in the lower portion represents the preserved culture of the Ilocanos from Spain. These are landmarks of history that in the 18th century, it is the center of commerce and industry in Ilocos Sur.
RIGHT POTION: ship and airplane in La Union province depicted in the left portion signifies the famous Poro Point as the main gate of trade and commerce in the Ilocos Region through its shipment and air transportation.
